WWW		Upgrade of 'Observer logs' application

We have fixed several bugs and built some improvements to Observer logs.

1) In editing mode (editing previously uploaded data) there was added a possibility to change data file or finding chart. Till today, there was possibility to change only form data.

2) List of objects at top of each Observer's log was rebuilt to be dynamically hide or displayed via click to specified constellation name.
